2008 PARISH COUNCIL MEETING MINUTES Minutes of the Ordinary Parish Council Meeting held at The Village Hall, Hothfield, on Monday 8 September 2008

PRESENT: Mrs S Whittington (Chair), Mrs K Pender, Mrs P Warren, Mr J Collins, Mr P Howard, PARISH CLERK: Mrs J Batt
BOROUGH COUNCILLOR: Mr N Wallace
MEMBERS OF THE PUBLIC: There were 2 Members of the Public present.
1. APOLOGIES FOR ABSENCE Mrs Warren apologised in advance for the fact that she was going to be late for the meeting.
2. DECLARATIONS OF INTEREST There were no Declarations of Interest
The Clerk reminded Councillors that they should update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL The meeting was open to the public from 7.02 to 7.30 during which time a consultation took place on the new play area with Angela Lorimer and Ann Davis.
4. ACCEPTANCE OF MINUTES OF LAST MEETING Mr Krause did not agree to the word unanimous in paragraph 3 and 4 of item 4 of the July minutes and these were crossed out of the file copy of Minutes 69. Minutes 69 were then accepted and it was unanimously agreed that Mrs Whittington should sign them. Proposed Mr Collins Seconded Mr Patten
5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES There were no Matters for Report that were not on the agenda.
6. FINANCE Bank Balance The balance stands at £8227.64 in the Reserve Account, £100 in the Current Account and £ 10256.10 in the Corporate Bond. Of this 7033.38 (total included in 2008/20029 budget noted) is reserved as follows:-
Village Appraisal - 1360.51 – 172.80 – 36.25 = 1151.46 Road Sweeping - 1815.95 – 112.00 = 1703.95 ESA - 1515.00
Total reserved monies £6204.91 Accounts to be paid
Resolution: Councillors unanimously agreed to pay the above accounts.
Adoption of Externally Audited Accounts The Clerk reported that she had received the Annual Return back from District Audit and the accounts have been signed off with no Matters Arising.
The notice of Completion of Audit was posted in the Post Office.
Resolution: Councillors unanimously agreed to adopt the Externally Audited Accounts.
The Internal Auditor had advised the Council and Clerk to adopt the NALC Model Contract of Employment. Members of the Council did not think this was necessary and agreed to continue to implement the old contract.
The Clerk had previously emailed Mrs Whittington a Risk Assessment and she handed a copy to Mr Patten to look at with regard to the Village Hall. This will be discussed at the next meeting.
Action: Mrs Whittington and Mr Patten to look at during the next month with a view to finalising at the next meeting 7. GENERAL COUNCIL BUSINESS
Following a discussion it was agreed that we should maintain a bus shelter in School Road. After discussion the following course of action was agreed upon in the first instance:-
Action: Mrs Whittington to research the cost of repairing the existing shelter Mr Patten to contact Mr Smith regarding the cost of repairing the existing shelter.
Mrs Pender reported that she had contacted the residents of Park Drive regarding and asked what action they would like to see taken with regard to the trees. Eight out of 10 would like the trees completely removed. It was also suggested that the main door to the Village Hall should be moved to the back of the hall.
Action: Mr Patten to report the findings of the Parish Council to the Village Hall Committee and report back.
Mr Hughes proposed that the Parish Council should install a cable on the Recreation Field so that we can put up and light a Christmas tree. Unanimously agreed to in principle
Action: Mr Hughes to contact a qualified and competent electrician Mrs Whittington to discuss the proposal with the Children’s Centre as the land belongs to KCC and as such our Public Liability Insurance will not cover the project.
Mr Patten reported that about 145 responses have been received back from residents. They are being sent off to a company in Hertfordshire for analysis and the results should be returned in about 3 weeks.
Mrs Whittington reported that she and Mr Hughes were very concerned about the state of the field. The grass is very long, various objects have been found in it that could cause physical harm or be used to vandalise a structure of building. There is also a serious problem with residents allowing their dogs to foul the area and not clearing up after them. The Clerk reminded councillors that the Field should be inspected weekly for debris.
Mr Patten took the ROSPA report on the inspection carried out in July to look at.
Action: Mrs Whittington to write to Paul Carter and Richard King and remind them that it was agreed that KCC would continue to cut the grass after the closure of the school.
The telephone box has been vandalised again. It was unanimously agreed that we need to maintain a pay public phone in the Village.
Action: The Clerk to contact BT and ask whether they have any form of vandal proof phone box that they could use to replace the existing box.
At the July meeting of the Parish Council it was agreed that the publication of the newsletter would be reviewed again in 3 months time. The 3 months is up in October and the Newsletter will be included as an agenda item for this meeting.
Action: Mrs Whittington to seek meeting with Mr Twydell prior to the October meeting of the Parish Council

10. ANY OTHER BUSINESS There is still a lot of concern in the Village regarding the potholes and dropped drains. They are listed on the KHS Database.
There being no further business the meeting closed at 8.56 pm.
