Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Wednesday 6 September 2017 at 7.00 pm

1.    APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr S Parker (family commitment)

Mrs P Sutcliffe, (prior engagement) Mr M Cook (prior engagement)

Mr L Krause (reason unknown) and Mr R Libbeter (prior engagement).

 

2.   DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

There were no Members of the Public present.

 

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 167 of the meeting held on 2 August 2017 were accepted and it was unanimously agreed that Mr Parker should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

Parking in Hothfield

Following his meeting with an officer from ABC, Mr Parker informed those present that he had received feedback from the officer, in which he said that upon reflection there was nothing they could do to improve the parking situation in Hothfield and they did not consider it to be any worse than anywhere else in the borough.

 

Proposed letter to Housing Minister   

With regard to the proposed letter to the Housing Minister, Mr Parker said he expected to receive an update at the next KALC meeting, which he will report back on at at our next meeting.

Adoption of Externally Audited Accounts

The Clerk reported that the Annual Return has been returned from PKF Littlejohn with no Matters Arising.

 

The Annual Return and relevant notices have been published on the noticeboard and website.

 

Resolution:  Councillors unanimously agreed to accept the Externally Audited Accounts

7.   LOCAL PLAN

Local Plan Revisions Drop – Parish Council Feedback

Mr Parker corresponded with the chairs of Westwell and Charing prior to submitting the feedback on 29 August.  We have received confirmation of receipt from ABC.

 

The Parish Council’s comments can be viewed on Ashford Borough Council’s website,www.ashford.gov.uk/consult and will be summarised in the next Hothfield News.

This item will be removed from future agendas until there is anything further to report on or discuss.

 

8.   CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

KALC re funding for equipment to ensure councils comply with the Transparency Code – Councillors confirmed they do not wish to apply for grant funding

ABC re submission of response to the Draft Local Plan.

Denny Hemming re High Speed Broadband Mr Fothergill to respond.

Aspire to Mr Fothergill regarding overgrown alleyways.  Mr Fothergill has responded and other councillors will inform Mr Fothergill of any other overgrown alleyways that they are aware of.

KHS re drainage issues in West Street.

           

Interactive Speed Signs

It is necessary to have a formal speed check before we can proceed with this project, as KHS has to authorise the installation.  Mrs Sutcliffe has put in a request for a speed check on both West Street and Bethersden Road.

             

Joint Parishes Traffic Committee

Mr Parker reported that those present at the last JPTC meeting recommended that this committee should become a sub committee of the Kent Association of Local Councils.

 

9.   BOROUGH COUNCILLORS REPORT

Mr Krause sent Mr Parker a brief report with his apologies for absence, which Mr Parker relayed to members present.

 

10.    PLANNING

No applications received this month.     

 

11.       FORUM FOR EXCHANGE BETWEEN COUNCILLORS

The Road Closed sign at Rippers Cross has been knocked down and the sign is missing.  The sign in The Street is currently on the ground.  Both will be reported to the Environment Agency. 

 

The Clerk will ask Greenbarnes whether we could add wings to the notice board or bolt another board onto the back of our existing board to give us more space. 

 

The Harvest Supper is being held in Village Hall on 7 October 2017.                             

             

There being no other business the meeting closed at 8.20 pm.
