APRIL 2011 PARISH COUNCIL Minutes of the Ordinary Parish Council Meeting held at The Bluebell Centre, Hothfield, on Monday 11 April 2011 at 7.00pm [ DRAFT - to be formally accepted at next meeting ] |

MEMBERS OF THE PUBLIC: There were 5 Members of the Public present.
1. APOLOGIES FOR ABSENCE Apologies for absence were received from Mrs A Bramfitt, Mrs K Pender, Mrs S Whittington (prior engagement) and Mr A Rawlins (business commitment).
2. DECLARATIONS OF INTEREST Mr Howard declared an interest in Planning Application No. 11/00257/AS.
i) Updating of Declarations of Interest for the Code of Conduct Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL There meeting was opened to Members of the Public from 7.05 - 7.36 for questions and comment.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING Minutes 96 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES Mr Howard contacted Countrystyle following the last meeting and they have offered to sponsor a litter bin. Councillors accepted their kind offer. The bin has been ordered and the Countrystyle logo will be displayed on both sides. The Parish Council will only have to pay £150 towards the cost. During the month Mr Howard ordered 2 posts to enable him to erect the village sign. All Councillors unanimously agreed to the cost of £30 + VAT.
KCC have moved the salt bin from Ram Lane to Beech Drive.
The Delay Timer was installed last Wednesday. We are still waiting for the signs to be put up.
6. RISK ASSESSMENTS Mrs Marden has a copy of the Risk Assessment for the Village Hall.
7. CORRESPONDENCE AND GENERAL COUNCIL BUSINESS KCC Environment, Highways and Waste Directorate: Adoption of the revised Statement of Community Involvement 2011
Email Correspondence Mr Krause did not bring any emails to the attention of councillors. i. Anti Social Behaviour and Littering Mr Beckley updated councillors on the situation within the village.
We received an email from ABC following a complaint they received from a member of the public regarding grass and dog fouling on the play area and MUGA. Mr Marden cleared the area twice during the month, following this complaint.
Concern was expressed that younger residents are once out on the roads again on quad bikes and beach buggies. Complaints have been received from the residents of Coach Drive.
Councillors were warned about a spam email that is being sent to some councils regarding EPS’s
ii. Wealden Wheels Councillors authorised payment of a cheque for £500 for the subscription for the coming year.
The service will be advertised in the Hothfield Newsletter and Mr Krause offered to obtain some leaflets to put in the Post Office.
iii. Annual Parish Meeting and Annual Parish Council Meeting The Annual Parish Meeting is due to be held on 6 May and the Annual Parish Council Meeting on 9 May. 8. FINANCE Clerks Salary – Change to monthly payment due to HMRC instruction to set up PAYE
Resolution: Councillors unanimously agreed to pay the Clerk monthly in future to allow her to operate PAYE for her salary.

We have received Definitive Map Modification Order No 1 2011
10. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS Mr Howard and Mrs Sutcliffe will progress the Best Kept Garden Competition.
The provision of a notice board and setting up a sub committee to deal with at finance and policies will be discussed at the next meeting.
Mr Krause is still waiting to hear from AwCRK regarding the Housing Survey.
There being no further business the meeting closed at 9.00 pm.
